INTRODUCTION: The ideology and pronouncements of the Australian Government in introducing 'competitive neutrality' to the public sector has improved efficiency and resource usage. In the health sector, the Human Services Department directed that non-clinical and clinical areas be market tested through benchmarking services against the private sector, with the possibility of outsourcing. These services included car parking, computing, laundry, engineering, cleaning, catering, medical imaging (radiology), pathology, pharmacy, allied health and general practice. Managers, when they choose between outsourcing, and internal servicing and production, would thus ideally base their decision on economic principles. Williamson's transaction cost theory studies the governance mechanisms that can be used to achieve economic efficiency and proposes that the optimal organisation structure is that which minimises transaction costs or the costs of exchange. Williamson proposes that four variables will affect such costs, namely: (i) frequency of exchange; (ii) asset specificity; (iii) environmental uncertainty; and (iv) threat of opportunism. OBJECTIVES: The National Benchmarks and Evidence-Based National Clinical Guidelines for Heart Failure Management Programs Study is a national, multicenter study designed to determine the nature, range, and effect of interventions applied by chronic heart failure management programs (CHF-MPs) throughout Australia on patient outcomes. Its primary objective is to use these data to develop national benchmarks and evidence-based clinical guidelines and optimize their cost-effective application by reducing quality and outcome variability. DATA SOURCES/STUDY SETTING: Primary data will be collected from CHF-MP coordinators and CHF patients enrolled in these programs on a national basis. Secondary outcome data will be collected from a national morbidity record and from patients' medical records. STUDY DESIGN: Stage I of the study involves a prospective clinical audit of all CHF-MPs throughout Australia (n = 45) to determine the extent of variability in programs currently. Stage II is a prospective cross-sectional survey design enrolling 1,500 patients (average of 40 patients per program) to firstly determine the typical profile of patients being managed via a CHF-MP in Australia and, secondly, the subsequent morbidity and mortality during the 6-month follow-up. Outcome data will be subject to multivariate analysis to determine the key components of care in this regard. All study data will be then examined in the final stage of the study (III) to develop national benchmarks for the application and auditing of CHF-MPs in Australia. CONCLUSION: Variability in patient outcomes is a product of heterogeneity among CHF-MPs. The development of national benchmarks will minimize such heterogeneity and will provide a greater level of evidence for their cost-effective application.

A method for assessing the environmental performance of Hong Kong’s buildings has been developed, known as the Hong Kong Building Environmental Assessment Method or HK-BEAM. The assessment is a type of expert-based survey, either of the design, in the case of proposed buildings, or an evaluation of building performance for newly built or existing buildings. The assessment essentially provides a benchmark of environmental performance against a series of qualitative and quantitative measures that earn “credits”. Buildings can be rated as “excellent”, “very good”, “good” or “fair”. The assessment covers global, local and indoor issues. The original assessment has been in use since 1996 and allowed appraisal of new and existing air-conditioned offices. A new version has been recently produced for residential buildings. The latest version has addressed some of the criticisms of the earlier versions and covers a wider range of issues, taking a life-cycle approach. Reviews the latest new residential version, making comparisons with the earlier new offices scheme.

The dynamic nature of threats and vulnerabilities within the E-business environment can impede online functionality, compromise organisational or customer information, contravene security implementations and thereby undermine online customer confidence. To negate these problems, E-business security has to become proactive, by reviewing and continuously improving security to strengthen E-business security measures and policies. This can be achieved through benchmarking the security measures and policies utilised within the Ebusiness, against recognised information technology (IT) and information security (IS) security standards.

Despite claims in the trade literature that a number of recommended practices have been proved to lead to IT outsourcing success, few of these practices have been subject to disconfirmatory research. Even fewer have been tested statistically to determine whether they generalize to wider populations, or to determine the magnitude of their effect. In this paper, several recommended outsourcing practices associated with service level agreements (SLAs) and benchmarking are investigated. These practices are recommended extensively on the basis of case study research, yet they do have downsides, and they add substantially to the transaction costs of outsourcing. Based on a large survey of organizations engaged in IT outsourcing, this paper established that developing detailed SLAs did improve cost and service outcome, and that clients who met with vendors more frequently to renegotiate service levels reported greater outsourcing success. The research also established that benchmarking both before outsourcing commences, and once the outsourcing contract is in place, led to improvements in cost and service outcomes. Benchmarking during the outsourcing contract had the greatest effect, accounting for 10% of the variance in a success vector that included strategic, technical, cost-related and service outcomes plus an overall evaluation of satisfaction and value.

The variety of threats and vulnerabilities within the online business environment are dynamic and thus constantly changing in how they impinge upon online functionality, compromise organizational or customer information, contravene security implementations and thereby undermine online customer confidence. To nullify such threats, online security management must become proactive, by reviewing and continuously improving online security to strengthen the enterpriseis online security measures and policies, as modelled. The benchmarking process utilises a proposed benchmarking framework to guide both the development and application of security benchmarks created in the first instance, from recognized information technology (IT) and information security standards (ISS) and then their application to the online security measures and policies utilized within online business. Furthermore, the benchmarking framework incorporates a continuous improvement review process to address the relevance of benchmark development over time and the changes in threat focus.

Purpose – The aim of this study is to identify the methods used by providers to evaluate their food services and identify elements of their service that would benefit from adopting a benchmarking system.

Design/methodology/approach – In-depth interviews were conducted with 26 food services providers and key informants in day-care settings in Surrey.

Findings – Few providers formally evaluated their service provision and most had not considered benchmarking their services against other food service providers. Factors such as food variety, food quality, cost and environment have been identified as issues that could be benchmarked and may benefit from the adoption of this process.

Research limitations/implications – The study was conducted only in one country – in the UK – further research is needed into the evaluation practices of other local authorities. The benchmarking model that has been developed by the authors needs to be applied in a food service setting to establish its usefulness to food service managers.

Practical implications – A model has been developed from the outcome of this research, which could aid evaluation processes for food service providers to identify aspects of the service in need of improvement.

Originality/value – There has been little research conducted on the evaluation of food service provision for older people, especially for congregate meals. This paper provides a model, that food service providers may find useful, to identify areas of their food services that are suitable for benchmarking.

Up until 1979, Multiple Discriminant Analysis (MDA) was the primary multivariate methodological approaches to ratio-based modelling of corporate collapse. However, as new statistical tools became available, researchers started testing them with the primary objective of deriving models that would at least do as good a job as MDA, but that rely on fewer assumptions. Regardless of which methodological approach was chosen, most were compared to MDA. This paper analyses 84 studies on ratio based modelling of corporate collapse over the period 1968 to 2004. The results indicate that when MDA was not the primary methodology it was the benchmark of choice for comparison; thereby, demonstrating its importance as a foundation multivariate methodological approach in signalling corporate collapse.

This paper discusses, an application of social marketing relating to pro-environmental awareness and social change. The integration of consumer behaviour theory into social marketing has been highlighted in the literature as requiring greater attention. Social marketing campaigns, like all marketing activities, rely on an understanding of stakeholders' attitudes and motivations in regard to the issue of concern, as well as towards the desired modified behaviour or lack of behaviour. The study highlights the marketing paradigms of benchmarking and social marketing in a not for profit governmental environment. Serrated Tussock has been designated as a weed of national significance and therefore the program has national implications (Thorp 2000). Even though issues associated with introduced species are less publicised than other environmental issues on the world stage, the associated environmental problems are no less severe than those caused by production and consumption activities. Weed control is a widespread problem facing individuals, communities and governments at all levels. A triangulatory approach, involving three distinct phases and incorporating both qualitative and quantitative tools, was used for the research design. The qualitative phase involved focus groups and in depth interviews with landholders, focus groups with professionals in the field and a focus group of key stakeholders. The mail survey resulted in a representative sample of 608 usable responses from the infestation area. The research conducted in this study illustrates how the various stages in the social marketing process were achieved and recommendations consistent with social marketing theory were generated.

This paper reports on the application of systems modelling benchmarks to determine the viability of systems modelling software and its suitability for modelling critical infrastructure systems. This research applies the earlier research that related to developing benchmarks that when applied to systems modelling software will indicate its likely suitability to modelling critical infrastructure systems. In this context, the systems modelling benchmarks will assess the practicality of CPNTools to the task of modelling critical infrastructure systems.

The purpose of this paper is to examine the nature and distribution of scholars engaged in knowledge production in journals focusing on marketing and society, broadly defined. Who is interested in issues of marketing and society? Where are they from? How does this compare to patterns of scholarship in recognized journals in marketing? The answers to these questions have implications for how sub-disciplines like Macromarketing can position themselves for future growth.

This paper examines institutional research productivity across two sets of journals – Hult et al. (1997) and Polonsky and Whitelaw (2006), based on institutions' Carnegie Foundation Classification, funding type (private or public) and whether institutions' offer PhD's in marketing. It is identified that while Research Intensive institutions publish more than other types of organizations across journal types, the type of funding and offering PhD's in Marketing are equally if not more important. As such, institutions seeking to compare themselves to other institutions should choose a 'similar' set of institutions on which to base any comparisons.
